ASIACOMMERCE – Private-label cosmetics from China have changed significantly over the past few years.
The old assumption of cheap, generic formulas from anonymous factories no longer reflects the industry as it stands in 2026.
China’s cosmetics regulator has also tightened its own rules substantially this year, reshaping what a compliant factory now looks like.
Buyers evaluating a private-label partner today need to check for different things than they would have just a few years ago.
Our team has sourced private-label cosmetics for client brands throughout this shift since 2016.
How China’s Cosmetics Regulations Tightened in 2026
China’s National Medical Products Administration introduced stricter registration requirements for new cosmetic ingredients starting July 15, 2026.
New ingredients now require a far more comprehensive evidence package, covering risk category, process tracking, and safety testing data.
A separate announcement in late July streamlined registration for qualifying products, expanding reduced animal testing and allowing similar formulas under the same brand to share stability data.

Microbial limits for eye, lip, and children’s cosmetics were tightened, alongside stricter restrictions on ingredients like salicylic acid and a full ban on several active substances by year end.
A pilot QR-code e-labeling system is also running across several major regions, letting consumers scan for full formulation and labeling details digitally.
Chinese customs enforcement on cosmetics import and export documentation tightens further from December 2026, with mismatched paperwork triggering shipment holds or destruction at the border.
Why This Signals a Real Shift in Factory Quality
Major private-label manufacturers in hubs like Guangzhou now allocate meaningful revenue toward research and development rather than pure-volume production.
Product development has shifted toward clinically supported claims, skin barrier ingredients like ceramides, and biotechnology-based actives.
Export-oriented factories increasingly hold layered international certifications, including GMPC, ISO 22716, and compliance documentation aligned with FDA and EU CPNP standards.

Minimum order quantities have also dropped sharply at many factories, with some skincare production now starting around 1,000 units instead of the previous 5,000-unit norm.
This shift makes private-label sourcing more accessible to smaller and mid-sized brands than it was even a couple of years ago.
What Buyers Should Verify Before Committing
Confirming a factory’s current NMPA registration status is now more important than ever, given how much the ingredient registration process has changed this year.
Buyers should request documentation showing the factory’s certification against GMPC or ISO 22716, rather than relying on general quality claims.
Ingredient traceability documentation should be available on request, particularly for any product claiming clinical or biotechnology-based benefits.
Buyers targeting Indonesia specifically should verify the factory’s experience exporting compliant, officially registered products, since illegal or unregistered cosmetics from China remain a real enforcement concern in the region.
Working with an unregistered or non-compliant supplier risks more than a bad product; it risks the brand’s own listings being blocked or pulled from local marketplaces.
How AsiaCommerce Vets Private-Label Cosmetics Partners
Verifying a factory’s regulatory standing is one of the most important steps our team runs before any cosmetics order is confirmed.
As a cross-border procurement operator working directly with cosmetics manufacturers in China since 2016, we check current NMPA compliance, international certification, and ingredient documentation before recommending a supplier.
That includes confirming a factory’s track record exporting properly registered products into Indonesia, Malaysia, and the Philippines specifically.
Buyers working with us do not need to independently track China’s fast-changing cosmetics regulations to know a factory is compliant.
